There are three basic brackets for the VAT in Portugal. We shall review them using a typical grocery store selection of goods:

  • 5%: milk, water, bread, fresh vegetables and fruits, yogurt, fresh meat and fish

  • 12%: wine, coffee, canned vegetables and fruits, cheese

  • 21%: porto, tea, sugar, ice cream, household items (soap, matches, utensils, toilet paper)

I agree with such distribution in general, however, I cannot consider myseld truly European until I wholeheartly feel that tea is more luxurious than coffee. Same for canned vs. fresh produce.

P.S. There is a huge supermarket in the outskirts of the city. When you buy something there, the receipt has an attachment which gives you a 5 cent per liter discount for the automotive fuel at participating locations. This amounts to 3.73% discount for just shopping in a proper place (I do not know for sure how competitive the prices are for this offer, but in general, fluctuations in prices among different gas stations here are really small).
